BUPDA Replication Study: from Tenganan to Pengotan
BUPDA (Baga Utsaha Pedruwen Desa Adat – Traditional Village-Owned Business Entity) was initiated in January 2024, as told in BUPDA: Efforts to Optimize the Management of Tenganan Pegringsingan Potential. The establishment and development of BUPDA Tenganan Pegringsingan were optimized, this time by conducting a study tour to BUPDA Pengotan in Bangli. The visit was carried out on Saturday, August 24, 2024. A total of 14 Tenganan Pegringsingan people visited the BUPDA and LPD Pengotan offices, then had a discussion in Baliwoso. BUPDA Pengotan has been running for more than 11 years, before Bali Provincial Regulation No. 4 of 2022 concerning Guidelines, Mechanisms, and Establishment of BUPDA was issued. Before 2022 and the term BUPDA was introduced, this financial business entity in Pengotan was called Upadesa. Then, its name became BUPDA Upadesa Pengotan. Currently, there are five business units being developed, namely distribution, tourism services, community service, livestock services, and clean water supply. There are three materials presented, namely about Pengotan Traditional Village as an old village, BUPDA Upadesa Pengotan, and LPD Pengotan. These three things are interrelated, as is its financial management. The key to the success of BUPDA Pengotan is the mechanism for recording village-LPD-BUPDA cash finances that are interconnected, as well as reporting to village residents that is carried out routinely.
As an old village, Pengotan has an old village institutional structure called Paduluan Bale Agung, consisting of Paduluan Bale Agung Ageng and Paduluan Bale Agung Glagah. Initially, paduluan played a role in all areas of life and village customs. Then, along with the development of traditional villages in Bali and the increasingly complex needs of the customs, Pengotan also formed a traditional village institution called Prajuru Desa Adat. In the end it was agreed that paduluan would carry out ceremonial procedures, while prajuru would carry out the traditional village government, including the finances of the traditional village.
LPD (Lembaga Perkreditan Desa – Village Credit Institution) and BUPDA then became village financial institutions. As the name implies, LPD functions as a credit institution for traditional village customs that can network with third parties, so that it can also function as a place to pay for electricity and BPJS. While BUPDA is a holding for product and service businesses owned by traditional villages that have business permits. Baliwoso is one of the Javanese tourism businesses that is part of BUPDA Upadesa Pengotan.
